Guidelines For Sports/General Competition Regulations

Please Note: The absolute deadline to enter teams for the Summer Games is August 6, and this is put in place in order to permit scheduling of the different sports.


General Competition Regulations

1. Athletes can register for all sports compatible with their age.  Registration fee of $15.00 per athlete.

2. Each team should be made up of athletes from the region in which they reside.  The Games Committee, on an individual basis, will deal with, any exceptions, such as those where athletes are registered with minor summer programs in towns in which they do not reside.  They will be given the option to play with the association that they are registered with or with the town they reside.  All efforts will be made to ensure that any child wanting to play will get that opportunity.

3. All teams must confirm final registration by Monday, July 5, 2010.

4. Athletes who are under suspension by a Regional or Provincial Sport Organization will have their penalties honoured by the Burin Peninsula Summer Games Committee.

5. The Recreation Committee of the Town of Burin will meet and rule on any player who is suspended for the remainder of any sport competition, as to whether he/she will be permitted to participate in any further Games events.

6. In the case of a valid reason, ex: Injury, a team may pick up a player from their region at anytime with the approval of the registration chairperson.

7. All athletes are encouraged to attend both the opening and closing ceremonies.  Athletes should wear their name tags at all times when not competing.

8. Coaches and managers must chaperone their athletes during the athlete's social.  The coach and/or manager will be entirely responsible for the conduct of their athletes and teams, before, during, and after their competition.

9. Format of play, discipline, protest procedures, and the method of placing teams and individuals for medals are contained in the individual sport guidelines.

10. An athlete cannot play in two age divisions in one sport.

11. For children 10 and under who are not participating in any competitive sport but would like to participate in Fun Day a fee of $5.00 will be charged and payable at this event.

12. Team sports must have at least two teams in each age group for event to be held.

13. There is no limit to the number of teams a region can submit per sport but there must be a full roster on the team before subsequent teams are entered.

14. Athletes who would like to play a particular sport but due to the unavailability to form a team in a particular region, will be given the opportunity to participate with another region.  Please submit those names to the host committee by the July 5 deadline.

15. All participants should realize that all officials are doing so on a volunteer basis.  They are all trying their best, and though mistakes may be made, please remember they are volunteering so all the participants are able to play in this sport.

Trail Fun Run/Races

Salt Pond, Burin

Sponsor:                     The Burin Peninsula Summer Games Committee, in partnership with Mariners Athletics Club, is sponsoring and conducting this Trail Fun Run/Races as part of the Burin Peninsula Summer Games Program.  The event is open to youth and adults.

Course:                        Each fun run/race is a looping course starting on the soccer field adjacent to Pearce Junior High School, Salt Pond Burin.  A single loop will include a lap around the field and the school grounds and then proceed to the Salt Pond Walking Trail, turning right on the trail and proceeding to a turnaround point just short of the trail steps and then returning to the school grounds making a left turn off the trail. (Note – the adult run will start in front of the school)

 

Fun Run Events:         2 Km – one loop for 15 and under (born in 1995 or later)

                                    5 Km – three loops for 16 and older (born in 1994 and earlier)

                                    * Note:  Distances are only estimates

 

Entry Fee:                   $5.00 if not already registered with the Summer Games Committee

 

Registration:              Register with the Summer Games Committee on or before Monday, August 16, 2010.  Youth participants are expected to register with the Summer Games Committee via their contact persons.  Adults may send their registration to Gordon Brockerville, P. O. Box 1594, Marystown, NL, A0E-2M0 or register on site between 5:30 PM and 6:15 PM on Wednesday, August 18.

 

Start Times:                2 Km - 15 and under at 6:00 PM (There may be two races, depending on number of participants who register for the event)

5 Km – 16 and older at 6:45 PM approximately

 

Parking:                      Participants are advised to park at the College of the North Atlantic parking lot or the Jamieson Academy parking lot and walk to the race start.   There will be no parking at Pearce Junior High.

 

Awards:                      Immediately following the completion of the 5K run there will be an awards ceremony at PJHS Gym.  Medals will be presented to the first, second and third place finishers for male and female divisional winners in 6 age categories:

Pre-Bantam (11 and under), born in 1999 or later

Bantam (12-13), born in 1997 or 1998

Midget (14-15), born in 1995-1996

Juvenile (16-17), born in 1993-1994

Junior (18-19), born in 1991-1992

Senior (20 and over), born in 1990 or earlier

Rules:  NLSA minor rules will apply.

Play:                 U4, U6 - 8 players and 1 coach.
                        4 on 4 and no goalie.
                        2 - 10 minute halves.

                        U8, U10 - 14 players, 1 coach, 1 manager.
                        7 on 7
                        2 - 25 minute halves.

                        U12 Boys & Girls - 20 players, 1 coach, 1 manager.
                        8 on 8
                        2 - 30 minute halves.

                        U14 Boys & Girls - 20 players, 1 coach, 1 manager.
                        11 on 11
                        2 - 40 minute halves.

                        U16 Boys & Girls - 20 players, 1 coach, 1 manager.
                        11 on 11
                        2 - 40 minute halves

                        U18 Boys & Girls - 20 players, 1 coach, 1 manager.
                        11 on 11
                        2 - 40 minute halves.

Tie games will be decided by penalty kicks.  The U4, U6 game time may be adjusted after the summer program begins.  Coed divisions may be adjusted if the interest is warranted.

Officials:            Officials must be according to regulations regarding NLSA 
                        minor tournament play. 

Participants:      One of either, the coach or manager must be of the 
                        same gender as the team.      

Uniforms:          Shorts and tops in regional colors
                        Sweat pants are optional for goalkeepers only
                        Baseball type hats only are permitted to be worn by
                        goalkeepers and may only be worn in cases where
                        shading is required.
                        Shin guards must be worn and covered by socks

Awards:            Medals will be awarded to the each individual member 
                        of the first, second, and third place finishers




Softball

Classification:    

Team Sport
U18
U14
U10 (7 cut off age)

Rules for U18 and U14
  1. All players must wear helmet/chin strap when at bat.
  2. All pitchers must wear helmet.
  3. All catchers must wear protective equipment (i.e. helmet, chest protection and shin pads). 
  4. Players cannot turn 19 or 15 in calendar year and still participate in sport.
  5. Must have 10 players to start tournament.
  6. 5 run mercy each inning (7th inning is an open inning).
  7. 10 run mercy rule after 5 innings.
  8. Aluminum/wooden bats only. 
  9. 12 inch ball.
  10. 7 inning game. 
  11. Coed teams will be permitted to play if male and female teams can't be filled.  Regions should submit names to the host committee if they don't have enough athletes to fill a team but do have athletes who want to play.  Host Region will then form teams from all names submitted, if possible.

Rules for U10

  1. All players must wear helmet/chin strap when at bat.
  2. All players must wear helmet.

  5. Must have 10 players to start tournament.

The Game:

There are 10 players on a softball team.
- The lines between the bases are 65 feet apart.
- Any ball going outside the 1st and 3rd baseline is a foul ball.  (Runners cannot advance and the batter gets another try unless the ball is caught in the air or it is the 3rd strike, which translate an out).

Batting:

Batters must follow the same order throughout the whole game.
- The batter is out if and when:
                                                - three strikes have been called
                                                - a fly ball is caught
                                                - the batter does not stand in the batter's box
                                                - the batter hits a foul ball and it is the 
                                                  3rd strike against the batter

Pitching:

The pitcher should have both feet on the rubber when starting to pitch
- All pitches must be thrown underhand.

Base Running:

- Runners must touch every base in order.
- Runners may overrun 1st base only, all other bases the runner may be tagged and called out if they are off the base.
- Runners cannot lead off, they must remain on the base until contact is made with ball.
- After a fly ball has been caught the base runner must tag the occupied base before advancing to the nest base.
- One base runner cannot pass another base runner that is ahead of them.
- Stealing a base is not permitted.
-A runner is out if:
                            - they are tagged with the ball before reaching a base
                            - the ball gets to 1st base before the runner
                            - they run more than 3 feet out of the base line to avoid 
                              being tagged
                            - the ball gets to a base before the runner when a fly ball is caught




Track & Field (Athletics)

Sport is sanctioned by NLAA/IAAF            Rules:  As per Athletics Canada

                                 for an additional 3 attempts

                                                Athletics
                                    Notes on Rules and Regulations

  1. In order for an event to be competed in there must be six athletes entered in the event.

  2. Bib numbers must be worn by all athletes competing.  These numbers are to be worn on the back for the 100m, 200m, and 400m sprints.  Bib numbers must be worn on the front for all other events.

  3. On Time: All athletes must register as least 30 minutes before a track event and 45 minutes before a field event.

  4. Start Commands: The command for the sprints (100m, 200, and 400m) will be ON YOUR MARK, GET SET and then the sound of the starters' pistol.  The command for all other race will be ON YOUR MARK, followed by the sound of the starters' pistol.

  5. All athletes competing in the sprints (100m, 200m, and 400m) must use a 4 point position.  Athletes may use starting blocks but if they do not they MUST START from a 4 point starting position.

  6. False Starts: The IAAF false start rule states:  On the first start a warning is to be given to the runner false starting.  A second false start charge to any runner will result in that runner being disqualified from the race.

  7. Track events always take property over field events, hence an athlete doing a field event while also doing a track event at the same time must leave the field event and go to the track event.  After the track event the athlete may return to the field event and go to the track event and resume competing in the round that the other athletes are doing.       

  8. Relays: In each relay the exchange of the baton must be completed within the legal passing lanes.  Passing outside this zone will result in the disqualification of the team.  If a baton is dropped an athlete may retrieve the baton as long as they do not interfere with another athlete.

  9. Throws: All athletes will receive three throws with the top six athletes advancing to the further three throws.

  10. Long Jump: All athletes will receive three jumps with the top six athletes advancing to the further three jumps.

  11. Registration: All athletes must be registered using the proper registration sheet that has been provided to each region.

  12. Throws: The following weights should be used for the shot put, discus and javelin.

Ball Hockey

- There is no limit on the number of teams a region can submit
- Must be a minimum of 2 teams in an age division for the event to be held

Playing Facility:
- Games will be played in a gymnasium.
- Playing court must be at least the size of an official basketball court with no major obstructions protruding from the wall.
- Player's benches, penalty box, spectator box, and scorers table must not be part of the playing surface.
- All venues must have a marked face-off area to the left and right of each goaltender.
- All venues must have a designed goaltender's crease measuring 3ft x 7ft.

Equipment:
- CSA approved helmets with full cages/visors are mandatory.
- Hockey gloves are mandatory.
- Plastic blades without tape.
- Team uniforms are mandatory.  Teams must dress in the colours designated prior to the tournament.
- Any shin guards designed for floor/ball hockey may be worn outside the pants.  All other types must be covered by long socks or pants.
- Goaltenders must wear all protective equipment including CSA approved facemask.
- The orange mylec ball will be the official competition ball.

Rules:
- Sticks are not allowed above the waist (including follow through), for any shots.  Violation of this rule will result in a 2-minute penalty.  
- No offside or flooring rules will be in effect.
- Poor sportsmanship (swearing, throwing sticks, etc), will result in a 5 -minute major penalty for the first instance and expulsion from the tournament in the second case.
- Penalties will start at the drop of the ball following the penalty being change of players 5ft from bench or at stopped time.
- Player's interfering with the goaltender, inside the crease, will be assessed a 2-minute penalty.
- No team may be down by two players on the court at any time.  Any team that is given a penalty when they are already shorthanded will have the second penalty start when the first one has expired or a goal had been scored.
- If a team scores while a major penalty is being served, the player serving the penalty must remain in the box until the penalty is over.
- If both teams are given penalties at the same time (coincidental penalties) both players will go off and serve the full penalty time.  However, teams will not play shorthanded and may replace these players on the floor.
- Any deliberate attempt to injure another player, will be suspended from the remainder of the tournament.
- Any player receiving three penalties in one game will be suspended from the game.
- Any player guilty of throwing punches during the game will be immediately suspended from the remainder of the tournament.
- Any player receiving a major penalty will be ejected for the tournament.

Officials:
- The host is responsible for the provision and training of the officials for the tournament.
- Where possible, certified officials will be used, if available.

Team Composition:
- Teams will be permitted to register a maximum of eleven players plus a coach and manager for boys, and thirteen players plus a coach and manager for girls.
- Teams on the floor will consist of three players plus a goaltender for boys, and four players plus a goaltender for girls.

Game Duration:
- Games will consist of 2 - 15 minute halves; with the last minute of each half as stopped time.
- If a game is tied after regulation time, it will be recorded as a tie except in the play-offs.  In the play-offs a 5-minute sudden death period will be played.  Following the 5-minute overtime period a shoot-out will be used to determine a winner.
- In the shoot-out 3 shooters from each team will be used.  A shooter may not shoot twice until all other players from their list have been used.  Teams with a greater number of players than their opponent will provide a list of players from their roster, equal to the number of players on the opposing team.  These are the only players that will participate in the shoot-out.
- A 7-goal mercy rule will be in effect and the game will be considered over when one team leads the other by 7 goals and the game will be called.
- If teams are tied going into the playoffs, the teams tied will settle by using

Team B would advance.  The team with the highest average.




3 on 3 Basketball Rules

The Game:
1. The Game shall be played by two teams of three players each.  Each team must have three players to start the game.
2. The playing court shall be one half of a regulation basketball court.
3. A game will begin with both teams agreeing on one player to shoot for possession.
4. Each game will consist of 12 points by one team or 30 minutes, which ever comes first.  Team must win game by 2 points.  In play-off round, games will go to 15 points by one team or 30 minutes.
5. Baskets are worth 1 point or 2 points if scored behind the three point arc.
6. If you score, the defensive team will now gain possession.  Alternate possession.
7. No foul shots will be taken.
8. If the offense does (or does not) hit the rim and the defence gets the ball, they need to take the ball out to the 3 point line before trying to score.

Rosters:
1. Teams must have their rosters set prior to playing their first game.  This includes first and last names for each player.  Players cannot be interchanged after the first game is played.
2. Teams must have a minimum of 3 players to play or a maximum of 5 players on a team.

Putting the Ball in Play:
1. Following each dead ball period the team about to put the ball in play must check the ball with a defensive player.
2. After checking the ball with his/her opponent the player putting the ball in play must do so by passing the ball to a teammate.

Fouls:
1. If a player is fouled, it is the responsibility of the referee to call the foul.
2. The penalty for a foul shall be to award the possession of the ball to the team who was fouled.

Held Ball/Possession:
1. When opponents gain simultaneous possession of the ball, the player last on defence shall be awarded possession.

Change of Possession:
1. Following each change of possession the ball must be taken back past the 3 point line
- The ball shall be declared cleared and ready for advancement when both player and ball have crossed the 3 point line going away from the basket.
- If the ball changes possession and the ball is not cleared, and the player shoots and scores, no basket shall be awarded.  The team who shot the ball will still keep the possession of the ball.

Time Outs:
1. Each team shall be allowed 1 (one minute) time-out per half.

Unsportsmanlike Conduct:
1. The sport supervisor of 3 on 3 basketball tournament has the authority to disqualify any player who conducts him/herself in an unsportsmanlike manner.

Tie Game:
1. If a game is tied after 30 minutes, teams will shoot at the top of the key for possession of the ball.  Play will continue with the first team scoring a basket winning.

Personal Injuries:
1. Any player who is bleeding shall be removed from the game immediately.  The game will resume once the player is removed.  If the blood is removed from all playing surfaces and has stopped, or has been completely covered, the player can return to the game.  The sport supervisor will have the authority to decide if a player can return to the game.

Format of Play:
Round robin play at each level, except play-offs.  Top 4 teams will advance to the final round to determine medals.
If the format has one division play-offs will have 1st versus 4th and 2nd versus 3rd, with the winners playing for the gold and silver medal, losers will play for bronze.
If the format has two divisions the 1st in Pool A will play 2nd in Pool B, and 1st in Pool B will play 2nd in Pool A in the semi finals.  Teams losing in the semi finals will play each other for the bronze medal, winning teams will play each other for gold.

Officials:
1. All participants should realize that all officials of the 3 on 3 basketball are doing so on a volunteer basis.  They are all trying their best, and though mistakes may be made, please remember they are volunteering so all the participants are able to play in this sport.

Special Olympics

Classifications:
   Individual Sport
                        Male and Female

Format of Play:

        Track Events        50m, 100m, 200m and 400m sprints
                                  4 x 100m relay (fun event and can be made up of 
                                  participants from different regions)
                                  Straight time for each event

        Field Events         Each athlete gets three attempts.

                                 Jumps 
                                            - Standing Long Jump

Shot Put

Structure:                    Each athlete is placed in the event according 
                                   to his/her handicap.
                                   Class 1:  Those with the least mental or physical handicap.
                                   Class 2:  Those with more of a mental or physical handicap.
                                   Class 3:  Those with the most mental or physical handicap.

Participants:                  Open Competition - one coach and manager per 
                                    team.  Coach and/or manager must be of the same
                                    gender as the team.  Teams must ensure that they
                                    have both a male and female working with the team
                                    if the team consists of both genders.

Awards:                        Gold, Silver and Bronze in all events.
                                    No Team Award  



Volleyball

Playing Facility
1. It is recommended that there be a minimum of 2 usable courts.
2. Recommended to have regulation size court - 18m x 9m and free of all obstructions up to a height of 6m from the ground.
3. Recommended that courts should have a minimum clearance of 2m from all obstructions.

Equipment
1. Each court used by the convenor shall need a game ball.  Teams are asked to bring their own practice balls to tournaments.
2. Scoresheets.
3. Line-up cards.
4. Linesmen flags.
5. Score table and chair.
6. Extra whistles.
7. Stop watch (for time outs)
8. Yellow and red cards.

Net
1. The net shall be 1m wide and 9.5m long.  It shall be made of 10cm square mesh.  Double thickness of white canvass 5cm wide shall be seen along the full length of the net.  A flexible cable shall be stretched through to upper canvas and the lower edge of the net.
2. The net height for boys is between 2.35m and 2.43m.  For girls is between 2.15m and 2.24m.
3. Net Supports:  The post supporting the net must be at least 50cm from the sidelines and shall not interfere with the duties of the officials.  It is highly recommended that the post be covered with some type of padding or gym mats to prevent injury.
4. Convenors should ensure that referees have a suitable, comfortable platform to work from.
5. The convenor should ensure that a set of antennae is available for all venues.

Libero/Substitution
1. Libero rule will be in effect.
2. 12 substitution will be permitted.

Eligibility
U18, U16 (14 cut off age)

Officials
It is the responsibility of the convenor to obtain major and minor officials.  The convenor should try to obtain rated officials from NLVA but this is not mandatory.

Coaching
Volleyball officials will be instructed that coaches are permitted to speak with the umpire during time-outs.

Tie-Breaking Procedure
1. If two teams are tied, the team that won the match between them will be 1st.
2. Three Way Tie
a) the team having the best ratio of won/lost games between tied teams.
b) in the event of a tie after a), the team having the best ratio of points for and against between the tied teams.  Points for are divided by points against to get a ratio.
c) in the event of a tie after b), the team having the best ratio of won/lost games in the entire preliminary round.
d) in the event of a tie after c), the team having the best ratio of points for and against in the enitre preliminary round.

Team Rules
1. A team must have a minimum of 8 and a maximum of 12 players to play in a match.
2. A team is allowed 12 substitutions per set.
a) there is no limit on the number of times a player may leave or re-enter the set as long as the maximum number of substituions is adhered to and as long as they leave or re-enter for the same player.
b) once you have a designated partner, that is the only player for whom you may leave or re-enter the set (this may change between sets)

Scheduling
1. Schedules should be made known to all teams 1 week prior to their 1st match.
2. All matches will be best 2 out of 3, including cross overs and championship.
3. Back to back matches permitted once per tournament.
4. Time allotted between end of one match and start of another 10 minutes, 20 minutes between playoffs.
5. games scheduled every 1 hour.
6. Type of tournament will be round robin.

First game of the day Not start before 8:30a.m.
Last game of the day Not start after 9:00p.m.
